# Do-not-call registry (Μητρώο 11)

The do-not-call registry is your company's list of numbers that are never called. In Greece this is the **Μητρώο του άρθρου 11**: the opt-out list of people who do not want marketing calls, which the providers hand to companies that call. Upload it once, replace it with each new file, and Voice Logica checks every outbound call against it.

## Upload the registry

1. Open **Contacts** and click **Μητρώο 11**.
2. Click **Choose file** and pick the file the providers sent: Excel (`.xlsx`, `.xls`), CSV, or a text file with one number per line. Every cell with 8 or more digits is read as a number; headers and other columns are skipped.
3. Leave **Replace the whole registry** on for a new Μητρώο 11 file: the file becomes the registry and numbers not in it are removed. Turn it off to add numbers to the ones already there.
4. Click **Upload**. The window shows how many numbers the registry holds and the last upload.

Numbers are matched on their last 10 digits, so `2101234567`, `+30 210 123 4567` and `00302101234567` are the same number.

<Aside type="tip">
An Excel file over 7 MB is too big to upload as is. Save it as CSV and upload that: CSV files have no size limit.

## What it blocks

- **Every outbound call** to a number on the registry is refused: campaigns, workflows, scheduled calls, MCP and the [API](https://docs.voicelogica.ai/outbound-calls/api/). The refusal is `callee_opted_out` with `blockReason: "do_not_call_registry"`, and it is permanent, so do not retry.
- Nothing overrides it: not the plan feature or the call setting that allows calling opted-out numbers.
- **Campaign leads**: a lead whose number is on the registry is added as **Do not call**, shown as **Do not call · Μητρώο 11**. After a lead upload a message says how many leads were blocked this way.
- Each registry upload also sets the open leads already in your campaigns to Do not call when their number is on it.
- Calls people make to you are not affected, and neither are calls your team places by hand from the apps or a desk phone.

## Check or remove a number

Under **Check a number**, type a number and click **Check** to see whether it is on the registry. If it is, **Remove from registry** makes it callable again. **Empty the registry** removes every number.

Leads that were already set to Do not call stay so after a number leaves the registry. Add the person again as a new lead if they should be called.

## From Claude or ChatGPT

Your AI assistant can manage the registry through the Voice Logica connector, in the `crm_query` and `crm_execute` tools:

| Action | What it does |
|---|---|
| `get_do_not_call_registry` | How many numbers it holds and the last upload |
| `check_do_not_call_registry` | Which of up to 1,000 numbers are on it |
| `add_to_do_not_call_registry` | Upload numbers (up to 50,000 per call), or the file itself as `fileUrl` or `contentBase64`. `replace: true` makes the upload the whole registry |
| `remove_from_do_not_call_registry` | Remove numbers |
| `clear_do_not_call_registry` | Empty it |

For a list longer than 50,000 numbers, send it in chunks with `done: false` and the `uploadId` the first answer returns, and the last chunk with `done: true`.

**How is the registry different from a person who opted out?**
An opt-out is one person who told your agent not to call again; it is permanent. The registry is a list you upload and replace, so a number can leave it. Both refuse the call with `callee_opted_out`; the reason tells them apart (`asked_to_never_call_again` or `do_not_call_registry`).

**How often should I upload it?**
Every time the providers send a new Μητρώο 11 file. Upload it with **Replace the whole registry** on, so numbers that left the list can be called again.
